Incident affecting ACME API - SXG, ACME API - TLS

There is an ongoing external incident affecting submissions to CT logs that certificate issuance depends on. This is causing a disruption to our issuance pipeline.

Incident began at 2023-11-02 07:53 and ended at 2023-11-02 09:11 (all times are US/Pacific).

	2 Nov 2023	09:11 PDT	Affected CT logs have been removed from the issuance pipeline.
	2 Nov 2023	08:39 PDT	We are working on temporarily removing the affected CT logs from our issuance pipeline. The CT logs will be re-added once the external outage is resolved.
